Veterans Economic Reintegration Workshop 

The European Bank for Reconstruction and Development (EBRD), in partnership with the Ministry of Economy of Ukraine, Folke Bernadotte Academy, and Korn Ferry, Corioli Institute are bringing together a group of Ukrainian and international experts for a workshop on Ukrainian veterans’ sustainable reintegration into the formal economy, in Kyiv on September 24-25. The workshop will offer a continuation of a similar online workshop conducted in June and sets out to mark a tangible step towards the establishment of the Human Capital Resilience Charter, with a dedicated focus on veterans’ reintegration.

In particular, the workshop aims to identify 2-3 main areas deemed crucial for veterans’ economic reintegration and that could be translated into principles, as well as to collate a number of actionable recommendations for employers that can facilitate their work to effectively integrate veterans in their labour forces. Additionally, the workshop will provide much-needed information for the mainstreaming of the veterans’ issue across the other areas of the Human Capital Resilience Charter.

Participants in this workshop include representatives of Ukrainian ministries, the Ukrainian private sector, international and national reintegration experts, and veterans and veteran-related organisations.

The Human Capital Resilience Charter

The Charter will consist of 6-12 overarching principles that support and promote Ukraine’s immediate-term human capital recovery and longer-term labour market resilience. Each principle will relate to 5- 10 suggested actions that employers can adopt to implement the principle. Each principle and its related suggested action will be connected to a dedicated toolkit, essentially a library of tools that can support the relevant actors to execute the suggested actions – for instance business best practice guidelines, toolkits, policy templates, training courses, and case studies.

The Women’s Empowerment Principles1 offer an illustrative example of the type of content envisaged under the HCR Charter. The Charter is expected to cover a number of topics in addition to that of veterans’ reintegration, for instance Inclusive approach for people with disabilities; Managing workers’ absences (including from forced displacement and mobilisation); Ensuring employees’ safety, health and wellbeing; Establishing critical skills and competencies; Enhancing productivity and investing in the future of work; Supporting staff with care responsibilities; Attracting returnee workers and talent from abroad; Promoting diversity and inclusion in the workforce; and Measuring, reporting and sharing best practices. Key cross-cutting issues such as gender-responsive action will be mainstreamed across the HCR Charter.
